If your guild has less than 500 members, don't read any farther
if you want this article to do any good.
So now what? Your guild has a good amount of members, a web site, an active message, contests, giveaways, and more. Now what do you do to get to that point with thousands of members?
It is actually not that hard. Getting the first 500 is always the hardest. By now you should have the following established, and if you don't do so: a council with at least 4 out of 5 members, a subcouncil (mostly full), some sort of teams system, at least three contests, two active giveaways, a donation shop, some guild accounts, and a couple of exchanges for faeries, codestones, weapons, etc.

How to rope in more members
Noticeboard Ads: Some say it is buying members, I say it is wonderful. This is truly the most effective way to get members. However only about 1 in 20 (if you are lucky) members will be active, or post more than 1-2 messages. If you just want numbers, this is the way to go. Be careful when you do this though. Most people make a lot of careless mistakes when posting a notice board. Check it on a regular page. Link to the guild, have the ad look good, and make it graphical (NOT TEXT), that way you can change it if you need to, just by replacing the image. Chat Boards: This is good for the guilds with 50 members or so, but not for a super guild. However most of the members you attract via the chat boards will be at least semi active. Make a recur it team or something similar to that to attract more members, without the council having to do it.
