Now for what you came for!
2. Click-Ctrl A, then click on Ctrl C. You will need this a bit later.
3. Have your image selected and go to Image-->Mode--->Indexed Color.
Use These Settings:
4. Now go to Image--->Mode--->RGB Color.
5. Create a new layer. Then click Ctrl V to paste the original picture on top of it.
6. Now go to the scroll down list and select Overlay. Make sure you have LAYER TWO selected.
7. Now select LAYER ONE and change the opacity to about 60%. You can make it higher or lower then that though if you want a different look.
