Now for what you came for!
1. Open your image. Make sure your on the Marquee tool. Press Ctrl + A. That will select all of it
2. Now go to Edit->Copy Merged. You are gonna need it again.
3. Now on layer 1 go to Filter->Pixelate->Mosaic.
4. Now I choose 17 for this tutorial but choose what u think is gonna look best.
5. Okay now hit Ctrl + V to paste the image. You should have 3 layers (Background, Layer 1, and Layer 2. Change the opacity. I choose 49 but choose to your liking.
