Now for what you came for!
1. Open the image you would like to apply the effect to. I'm using this one.

2. Duplicate your layer, Layers>Duplicate>OK

3. Now, go to Filter>Noise>Add Noise. Put the Amount as 100 and make sure Gaussian and Monochromatic is checked. Click OK (for psp users, ignore the gaussian and monochromatic).

Now, you should having something that looks like this.

4. Now, go to Filter>Blur>Motion Blur. Put the angle to 67 and the Distance to 15 (for psp users, put the angle to 208). Now, you should have something that looks like this.

5. Now, go to your layer palette and change the blend mode to Hard Light. Now, change the opacity to 10-30. It's up to you. I used 25 (for psp users, the opacity should be somewhere around 50-70).
