Tutorial

Now for what you came for!
1. Take an image you like. I used the one below, you may use it as well. I got the image from get-mine.org. <3 that site.

2. Paste it into PS.
3. Go to Layers>> Duplicate Layers.
4. Filter>> Blur >> Gaussian Blur. 5. Set it to about 5.0 and click okay. 6. Go down to the Layers and select 'overlay' or 'soft light'.

7. Layers >> Flatten Image. 8. Now save, and you're done!

If you would like it more bright, follow steps 3-6 again before merging the layers.
