Now for what you came for!
2. Start off by going to: Filter»Blur»Smart Blur and putting in these settings:
3. Next, take your blur tool (Press the arrow on the Smudge/Sharpen Tool if not selected already)
and touch up those pixelated spots on the skin of your photo.
4. Finally, to finish up the image, go to: Filter»Sharpen»Sharpen. Here's what it looked like in the end:
