Tutorial
Now for what you came for!
1. Vectoring can be difficult, and most people use different methods for vectoring. I am going to show you how to vector using the simple brush tool (which can be difficult when it comes to the hair). First, find an image you'd like to use and paste it into Photoshop.
2. Go to Image > Adjustments > Posterize and put the settings to 4.

3. Go to the brush tool and select a round brush on a good size. On her skin only, colour in the yellow colour with a nice skin colour (f2d0b4).

4. Select a colour that is SLIGHTLY darker than the one you just picked (ecc9ab) and colour in the pink.

5. Select a colour that is SLIGHTLY darker than the one you just picked (edc19e) and colour in the orange.

6. Select a colour that is SLIGHTLY darker than the one you just picked (eebd94) and colour in the dark redish-purple colour.

7. Find a nice brown colour (9f6a49) and drawn in her eye brows. Don't worry about how the skin looks, you'll fix everything later on.

8. Pick a nice colour for the lips you want. I used a nice light red to match her face and hair (c7785a).

9. Now to do her eyes. I added some strokes for lashes. If you use just a plain black colour, it'll look good.

10. This is the best part! Go over and fill in the parts of her skin that you didn't get to fill in. Make sure the skin matches and everything looks good. I also added the added part to her skin (the colour inbetween her arm there ([9f6a49]).

11. Doing her hair is LONG and complicated when using the brush tool, especially since its curly. I used the same tricks on the face, where you colour a different section a different colour, but I used hair colours instead.
